TheoTown: City Builder starts with an empty map and leaves the layout to you. You zone residential blocks, lay roads, rail and airports, and place fire stations, police departments and hospitals. Disasters and emergencies test those choices as the city grows. Community-made plugins add buildings and change the look. The pace is slow and open-ended, so players who need a campaign with set goals will find little to chase.
